Isn't this a Native Alaskan shamen? I think I saw a photograph similar to this once. Only he was wearing a large mask.

Love how it looks. I wonder what's the symbolism of the hands? Also, the rags hanging on the horns. I ask the latter, because I had a dream a month ago about something of similar fashion, I don't know for sure if it's something I've seen on actual shamans.
