I haven't seen much of this series but I take it there's something in it that let's her do that thing with her arms.

Yeah, the One Piece world has these things called "Devil Fruits" (Akuma no Mi) which are basically mystical fruits that give whoever eats them supernatural abilities (exactly what those abilities are depends on the individual fruit) but also renders them unable to swim as large quantities of water make them weak and they sink like hammers when in a body of water.
Robin ate the Flower-Flower Fruit (Hana Hana no Mi, "Hana" means "Flower"), a Paramecia-type Devil Fruit which looks like this which gives her the ability to sprout copies of her body parts (arms, legs, eyes, ears, etc.), or even a copy of her entire body, like flowers at will on any surface within her field of vision. It also makes petals appear while doing so and she can make them disappear. She can also merge a bunch of copies of the same limb together to make giant versions of that limb. She can also put groups of her limbs into various formations to do whatever she needs (such as nets or wings). She can also feel/sense whatever those copied parts feel/sense which includes sight and sound, but this also includes pain so if the parts are injured, she'll feel the pain.

Wow! That's impressive. How many limbs can she make and does it say exactly how far can they go?
I take it since you said it was a "Paramecia-type", there's different types of Devil Fruits like with Stands from Jojo.

I don't think there's a maximum number of copies she can make, pre-time skip she made 100 and post-time skip she can make 1000. As for the exact range, someone asked Eiichiro Oda this in an SBS (basically a Q&A column in the manga volumes) and his answer was "200 Flower-Flowers (Hana Hana)".
Yeah, there's just 3 categories of Devil Fruits, Paramecia, Zoan and Logia (their names in Japanese are spelt with kanji and katakana as furigana).
Zoan-type (Zoon-kei, "Doubutsu" meaning "Animal") are fruits grant the eaters the ability to transform into the form of a specific species of animal at will or a hybrid form between that animal and their original form.
Logia-type (Rogia-kei, "Shizen" meaning "Nature") are fruits allow the eaters to transform their bodies into a specific natural substance/material as well as produce and manipulate it all at will.
Paramecia-type (Parameshia-kei, "Choujin" meaning "Superhuman") are basically a miscellaneous category of fruits that grant abilities that don't really fall under Zoan or Logia classification.

So he made up a unit of measurement for it?
I see. So anyone can eat a Devil Fruit then. What if you eat more than one?

Yeah he did. He did the same thing with Luffy's Gum-Gum Fruit (which makes his body have the properties of rubber) where he said that Luffy's stretching distance is 72 Gum-Gums. I'm pretty sure he does this just so he can bullshit his way out of giving exact measurements and the real answer to "How far can Luffy stretch" is "As far as I need him to".
If you eat more than one Devil Fruit, you'll explode and be dead. The reason they're called "Devil Fruits" is because legends about them say that they are the incarnations of the Sea Devil where each one contains a demon and the sea is their enemy (hence why DF eaters can't swim) and when you eat one, the demon goes into your body and grants you the abilities, but if you eat a second one, the two demons fight over territory and that causes you to explode. Marshall D. Teach, AKA Blackbeard, is the only exception to this reportedly because his body is weird (it hasn't been explained in detail yet).

Wow, that's devious of him. Mind you it's a pretty ingenius way to get around giving measurements, just make up a unit of measurement.
Ooh I see, ouch. I assume that they have the power of a fruit for life, but what happens to the fruit's power when the eater dies? Is it just gone forever? What do they taste like?

Yeah, Oda's notorious for giving bullshit answers to questions in the SBS columns, like when someone asked how Sanji uses his Diable Jambe (a technique where he ignites his leg with friction to give a burning effect to his kicks) without burning himself from the heat and Oda replied that it's because his heart burns even hotter.
Yes when a person eats a DF, they keep the abilities it gives them for the rest of their life, and when that person dies, a (presumably specific) fruit somewhere transforms into that DF so someone else can eat it and gain it's abilities and so on. This means that multiple people can have the same DF ability, but never at the same time. Also, they taste absolutely revolting.
