i have a question how dose she have powers if the gang green gang don't. and if it has to do with him then how come she dose not have the same powers as the ppg

HIM intended to create his own Powerpuff Girl, but half way through the process, the Rowdyruffs intervened and threw her in the trash. What was left of her was found by the Gangreen gang, and by exposing her to a chemical pool in the area, she gained life. In the beginning she couldn't use her powers, and they were only unlocked during a time of emotional stress. Viper had the same powers as the PPG for a while, but got her ice powers and stretching powers when she got her hands on some Chemical X. Hope this clears some things up!

Sedusa= Upon first meeting, Sedusa wanted to take Viper as her own child so she can use her for her nefarious schemes. Ace then told Viper of how Sedusa used them, causing Viper to hate her. This was amplified later when Sedusa frames her for doing prison crimes she didn't commit.
HIM= HIM created her originally, but tossed her aside. He got his hands on Viper when she was at her weakest and told the gang that he'll fix her up, but it could take a while. He brought her back to his lair and fixed her up with a flick of his claw. HIM then kept Viper against her will to be his servant and maid. HIM will take any opportunity he can get to make Viper's life a living hell.
RRB= The Rowdyruffs were similar to HIM. During her capture, she was their punching bag. Powerless, she just had to take it. Brick and Viper have a very odd case as well. If they look at each other in the eye, they vomit. No one knows why.

Thanks! She's quite stubborn, and she's a villain, but she likes to have fun with others. Though, she can be quite mischievous, and if you get her angry enough she won't want to stop fighting until someone gets knocked down.
