Believe it or not, this is actually pretty consistent to how she was intended to be depicted.Β As she's not been on Earth as long as Superman, and isn't so used to 'holding back' as he is, she's actually supposed to be a bit more buff and muscular.Β She hasn't had enough time to 'go soft' as Supes has.
Of course, that doesn't come through in a lot of comic artwork, as muscular gals aren't (or at least weren't - attitudes have been changing lately) popular among comic readers or comic artists.Β Instead, they gave her huge Boobs of Steel, and eventually one artist kept consistently drawing her bigger and more endowed with every issue, just to see how much the Comics Code Authority would let him get away with.Β This is the reason why her boobs hold such memetic status in the DC universe, even though she's been depicted somewhat more modestly since then.Β Her boobs have been picking up size in more recent publications though.

I know about the boobs, didn't know about the muscular part. Are you sure about that? I read the books from her original appearance, and she wasn't buff in that...

That's what I meant.Β In her original character design, she was meant to be rather more muscular than than supes, but artists and editors said "no" because genuinely muscular women weren't seen as acceptable back then.Β This is why a lot of initial depictions of Wonder Woman and even She-Hulk didn't have a lot of muscle definition, despite Wonder Woman being a literal Amazon and She-Hulk being, well She-Hulk.
Let me show you a couple comparisons.Β The first link for each character is a picture of them when they debuted, featuring the lack of any real muscle definition.Β The second link is a modern depiction of them (within the last decade), showing more clearly-developed musculature.Β I've dated each, so that you can see how opinions of female muscle in comics have changed over the last 20-60 years.

You see?Β Wonder Woman's developed clear biceps and some thigh definition, as well as some abs.Β She-Hulk and Power Girl have developed all over in general.Β This is closer to how they were supposed to be depicted originally, they just weren't because muscle on women was seen as ugly and taboo back then.

I wasn't questioning the muscular progression over time, that's pretty obvious. What I wasn't sure about was your assertion that Power Girl was "meant to be rather more muscular than supes". Β I had never seen anyone claim that is all.

Oh maybe I wasn't clear or you've misunderstood, I never meant that that she was supposed to be more muscular than supes.Β Only that she should be quite a bit more muscular than your average slender superheroine.Β I'm having a hard time finding the source that explained why the original artists couldn't draw her with similar muscularity to Superman initially, but it was a quote from one of the writers who came up with her.Β If I find it, I'll post it.
