Well, I personally have always thought that Rei and Minako's relationship is a very interesting one, and I do believe that if you read between the lines, it can be interpreted as romantic in nature. I don't necessarilly think that's what Naoko intended, but hey, it's all fun and games! You're of course free to interpret this image like you want to, there are after all many types of love!
Besides, whooo, more canon senshi! 
So, yeah, guess this counts as an early Valentine's drawing? And remember kids, Valentine's isn't just for couples, there's plenty of love to go around!

Aww! Minako/Rei has always been a very cute pairing in my eyes, because even when I was younger and read the manga, it definitely seemed like their friendship was special. Especially if you think about the mythology-Ares and Aphrodite were lovers too.
