I personally don’t like Count Harebourg, he is transparent compared to the other main villains, he results as faded grey character. I have to say anyway that he has a nice design and his sad eyes are interesting.
However, I like to immagine that Xelor is uncritically fond of Harebourg and loves the boy with all himself. Whatever made Harebourg lose faith in Xelor is a mistery.
