BACKGROUND TO PIECE:
It's a "sequel" piece to her earlier portrait titled "Liara's Smile"

My headcanon has "Liara's Smile" catching our intrepid Liara T'Soni at a youthful 109 (ME2) or 110 (ME3), where she's still upbeat and optimistic about the future.
Maybe it's because Shepard is back (right after Lair of the Shadow Broker in ME2); or because the Reapers have been beaten (ME3).
This commission catches Liara about three hundred years after the events of the Mass Effect Trilogy.
She's no longer the bright and optimistic maiden she once was. She's now the Asari Councilor; and in the portrait, we catch her in a pensive mood, reminscing about either:
A.) Her long dead bondmate (if Shepard romanced her).
or
B.) About the great times she had long ago on both Normandies with her long-dead friends (if not romanced).
If that's a little bit too depressing; just try this alternative option:
C.) It's a few decades after the Trilogy -- Shepard is still alive; and Liara just heard something so stupid as Councilor that she's put on her "Matriarchial Bitch Face" to verbally smack them down.
BACKGROUND TO CLOTHING:
Initially, I thought about having Liara wear a yellow gown or a green one; but then I analyzed the Citadel Council's clothes in all three Mass Effect Games:
Turian: Predominantly Dark Blue with White Trim and Red Sections.
Asari: White, Red, Black Trim
Salarian: Predominantly Dark Blue with Gold Trim and Red Sections, and some purple.
Human (Udina in ME3): Wears predominantly White with Red Trim and a Dark Blue Shirt.
Based off that, I went with having Liara wear the robe that Tevos wears in all three games, albeit with one change. Instead of the black trim that Tevos wears, Liara has green -- an important color for her -- she was wearing it on her dig site on ME1, then later on the Normandy in ME1, and again in ME2 for her "office wear", before she switched to the LOTSB Blue/White Armor.

With her connections she can be de-facto Ruler of the Galaxy without pretenses of being member of the Council.
