There were originally two SMGs in HL2. The SMG1, which is the MP7, and the SMG2, which was the MP5k that Alyx was to give you in Kleiner's lab before a Strider blows up the wall. For some reason it was removed, tho. Only it's icon remains in-game.
So, basically, it's a reference to Half-Life 2 Beta.
