Um, I can use a machine and sew with a needle.
I just meant is there a certain fabric or way to put on the fringe I guess...
Like how long should the top part be? I have seen it vary from just a necktieish to down to hips.

I think that's up to you! I actually made a strapless mini dress, loosely based off of fanart I'd seen of Alice. So, my bodice goes from the top of my bra, to my hips.
And the skirt stops mid thigh. I just made a circle skirt and stitched pre ruffled lace onto it.
