Emma (blonde hair) has a collar - you just can't see it because of her hair. As for Rachel (dark haired girl) - this is from one of the later chapters of the novel 'Harem Girl of Gor' and at that point in the novel Rachel is a captive of Brinn, but still technically a Free Woman. She hasn't been enslaved, but she is being forced to serve at a dinner alongside actual slaves. As you can see, she's not too happy at having been put in slave silks and is very reluctant for Emma to spray her with slave perfume...
