Yes, but also a bit noticeably different in quality. Being consistent is what makes the entire picture come together as one image. If the arm is more boldly outlined or the hand doesn't seem to match the rest of the picture's style, it will be easily noticed and bring down the overall quality. Like a completed puzzle with a few pieces from a different puzzle in it. You'll notice the parts that don't belong with everything else when you look at the finished product, right? 

This is not meant to discourage you, it's meant to help you notice the places you can improve and hopefully help you have a bit of extra knowledge for future artwork. That said, I'm not much of a visual artist myself, so take my advice with a grain of salt. Or at least look for a second opinion if you think it's necessary. There are many better people than myself to ask for drawing advice on here.
