It doesn't quite work like that. Think of him like an asshole genie. You summon this thing and he'll grant you one wish, whereupon he grants that request and then takes something of arguably equal value from you as recompense for inconveniencing him. The price depends on what you wish for; if you were to say, wish for the ability to see the future, he'd grant it and then take your eyes away. If you wished for your youth back, he'd see to it that you spent the newly extended remainder of your life diseased and miserable.
Anyone with common sense would realize this is a shit deal and not bother channeling him, but the allure of a wish being granted always gets the better of people. Some try to take measures to avoid having to 'pay up' as it were, not being complete fools, though they never succeed. The problem then, comes in when someone gets a little ambitious and summons P.e.N with the express purpose of outsmarting him, to sate their own ego by succeeding where all others before had failed, and makes a request that proves a bit too complicated to grant outright. One that essentially requires all people other than the contractee in the universe to die.

The summoning process isn't exactly common knowledge,deliberately so, and it's convoluted as all fuck. It's not something that someone can just do on a whim, and that means that unless you had already intended to, or attempted to, summon him, you probably wouldn't be too aware of everything that entailed yourself, if you were even aware that he existed.
P.e.N is also bound by a set of unbreakable tenets, one of which being that he must give at the very least a vague explanation of the whole 'taking payment' thing to the person who summons him. The price paid also depends on what was wished for, so it would really depend on the magus you tried to trick into invoking him.
