I'm not so sure but did you mean reflected light?
Β I used low % screen type layer in paint tool sai to make reflected light effects.

No sorry It's difficult to explain. I can only give you an example.
The parts colored look 'sandy' and not smooth.
This one is an example of having 'sandy' parts which are most visible in the shading areas, for example 'Happy valentine 2014' is smooth all the way, it doesn't have the grudging like effect like this one or Strawberry starlet has.

Sandy texture were made by texture feature in paint tool sai, it is located on the uppaer part of the layer window, I used a texture named 'watercolor 2'

and used CSP for stars and sparkle effects
