First of all, I'm thinking that in this universe either everyone is a centaur or centaurs are very common. If centaurs were rare, Carmen would have a tough time staying undercover.

Carmen's trench coat is meant to be flashy and obvious, but also to conceal her appearance. To the general public, Carmen Sandiego might as well be a floating red trench coat and hat. I didn't want to ruin that anonymity by just leaving her lower half exposed like I do with most of my centaurs, so I extended the coat to cover most of her body.

Next, hooves are loud and clunky on any surface, and very slippery on those without much traction. Carmen needs to be able to move swiftly and silently anywhere, so her boots have several layers of padding under her hoof and traction pads on the underside. They're extremely tall and hug her legs tightly. This is both to help keep the boots from falling off and to conceal the white sock marking on her right foreleg (markings make for easy identification).
Wearing these, Carmen can can walk, trot or gallop on any surface with no more difficulty than a human wearing traction tennis shoes. The padding muffles her footsteps, though she can't really avoid some noise with her massive size and weight.

A harness around her lower chest, shoulders and barrel keeps her undersuit from riding up.

Like her hair, Carmen only wears her tail like this while going through with a heist. Otherwise, she wears it in a braid or bundles it up close to her flank. Hair can define someone, as can a tail. She lets it grow out like this on purpose; since it's always down when she's stealing, no one recognizes her as 'Carmen Sandiego' when she wears it up.
