Pericles "Percy" Soong is a former soldier of the Union to whom the horrors of his duties became too great. He rescued a badly tortured girl from the notorious Dodaeche prisoni in Manchuria and promised to help her raise an army in order to free the rest of the prisoners there. He is a serious and dedicated commander to the New Panastas though, Gwydion might add, if so inclined, a little too driven.
