I did NOT do the lineart. I only colored it. I got the lineart from Neopets.com in the Faerie kingdom colouring pages.I did this fully with with my mouse (no tablet because i was in school when i did it)
I like the way the coloring came out. Working with photoshop 5 was a pain because I am used to CS. But hey, I was bored stiff and photoshop and lineart were available so why not.
This shows though, that I mostly need to improve on my drawing skills, because I believe my coloring skills are fine.

For the moon
I first took the hard round brush and made a circle.
Then I opened the layer editing thingy (double click layer)
After that I played around with drop shadow, outer glow, and pattern (under benevel/emboss).
For the stars I took a hard round brush made it to size 3 or 4, and went to the brush properties.
Then I spaced the brush out and sprinkled dots everywhere.
After that I went under the layer editing thingy, and used outer glow. For a good star background you might have to custimize the colors. I used blue and purple.
Then for the twinkles, i used the crosshatch brush. It should be under assorted brushes.
After twinkling a couple stars I went under the layer editing thingy and used outer glow.
