That's my premise for her in three sentences. Just a goof with an annoying voice in her head. And it has caused her a lot of misery, as it's apparently socially unacceptable to hear voices, and so she ended up a mess. She found Danganronpa through a blue haired lady who seems nice enough. Y'all know who that lady is. It's our beloved and belittled cosplayer Mugi.
I have the concept of a dynamic between Tsumugi and her before the game, thus affecting the image "Atua" as a shapeshifting deity. You know what they say, when you're making a new season of murder mystery mansion, mentally broken schizophrenics are the easiest way to get a cast.
