How do you do the pixely thingy at the bottom

My guess would be in phtoshop duplicate base image then filter>pixelate>mosaic with probably some smart sharpen to make the edges look like that. Follwed with a gradient mask to blend it out from the top of the picture, but that's just a guess. Also nice picture
