I like the fact that you kept your colours mostly to blue, it makes the warmer reds and yellows in Squirtle really stand out. For the background, the sand shouldn't get darker the further away it goes, it should actually get lighter and harder to see as it starts to match the water colour. Each 'step' backwards should gradually get a bit more lighter and bluer because of atmospheric perspective. Squirtle's shell doesn't seem to get much lighter or darker like the blue skin, and the right eye I think would be in shadow with the rest of the face. I really like the sunbeam shining through the water, it almost gives a stained glass look to the background which I think looks interesting and gives some texture. I also like the wispy effect in the plants. Good luck with the rest of your project, it will be an interesting one!
