It's a Flying type(for some reason) and literally can't learn ANY Flying type moves. Unless something's been changed recently or I'm forgetting one, even Beedrill can learn more Flying type moves.

Gyarados can learn Bounce, actually, by way of a move tutor or evolving from a Magikarp that knew it (Bounce being like the only thing a Magikarp can be taught).
And Bounce is... kinda like Fly?

Yeah, actually just found out that the Battle Maison tutors can teach Gyarados Bounce, so I got it on mine. Works great. As far as I know, though, ORAS is the first time this happens, aside from breeding.

Well, it doesn't so much fly as it can Bounce really high. (The only flying type move it can learn)

In Conquest, it (kinda) flies around. It looks like it's levitating, though.

The way I justify it- which will be explained later- is that Gyarados can, to a degree, manipulate storms. The reason that they're so dangerous, aside from being huge and having powerful mouths and hyper beams and stuff, is that they can create storms and twisters and stuff. Thus, a very powerful, skilled Gyarados would be able to manipulate the wind such that it could fly, and use its fins to help steer itself.Β
