Potentially it's a nice photo, although not so much a Street photo, as *myraincheck has pointed out. For Street, you'd need to get much closer, using a wide-angle lens or something like a 50 mm, and preferably you'd be in front of the guy so his face and expression are visible. and looking at it from a Street POV, the lack of interaction is a problem.
However, speaking in general, the telelens creates some good and bad points here: the tones are rather flat, but the compression of the perspective enhances the pattern of straight vertical and horizontal lines, which I rather like. To improve the flat tones, you'd need a program stronger than Microsoft Viewer - look for something with Levels or Curves tools: The Gimp (free but difficult), Paintshop Pro or Photoshop.

comment: I see the photo is under the photojournalism -> people category and yes, I agree with your choice, the lack of interaction between people and background or the lack of happening in the image, make it mostly about the autumn atmosphere, melancholic and lonely, and it makes me wonder about the life of this man. I can see he is not in a park, just a sidewalk, we can see traffic lights and lamps and fences. It must not be very pleasant for the poor dog.
Also the focal length is too high for street photos. In a street photo the background is as much important as the human subject. But to have a background, you need to have it in focus and detailed, which is impossible with a 135 focal length.
