Penny being repaired may not be impossible, but it is unlikely. She's unique as a robot who has artificially given a soul. Since we don't know don't know the nature the soul in Remnant outside it's involvement in aura and semblance, it's possible that Penny has been destroyed beyond mortal capacity to repair.

Maybe... after thinking about it I'm not sure, Ruby may have engineering training but it might be too hard without notes. But it just seemed adorable to imagine.

Anyway this would be a great way for the series to go. It could be that a major element of thwarting Cinder is her underestimating how much Ruby cares about Penny. That would fit very nicely with the premise that victory will not be found in strength but in a smaller more honest soul.
