I was experimenting with textures in photoshop XD I was trying to draw Kim So Hyun, but somehow it didn't end up looking like her AT ALL. :'D But nonetheless, I like how it turned out. ^^Used a reference

Wow she's very cute, I love the blue touch in her hair
(Also I really like thoses random lines you did in her hair, I think it gives more dynamism to the portrait, just my personal opinion of course

So this might not be as in depth as you might want because you don't have a great deal of issues with this illustration. I do notice a few issues that bother me a bit. First thing i'll say is that the face is very nice, the rendering is great, the colors are great and I really like it. I do think you could use a bit more contrast overall, even if that's not as accurate to the reference, it will make for a better illustration. Also i get this is a practice piece but if you added a bit more polish it could be very portfolio worthy. The areas that need polish. Everything that is not her face.
So looking at the hair, I like the direction your going in, but I would lose those multi-colored lines. It's just distracting and does not fit with anything in then illustration. Same goes for the lines in her shirt. It just looks odd and too stark compared to the nice rendering going on everywhere else. I think if you were to give as much attention to her clothing and her hair especially as you give to her face this would look spectacular. If not that's also fine because even though I can;t see your reference, the fact that this looks anatomically correct and well rendered tells me that your getting it.
I wish I could say more but because of the unfinished quality of this I really can't but the areas that show your work look great!
