Oh it's too simple a technique for a tutorial ;ㅅ;
You can easily do it in photo shop: You simply draw monotone on first normal layer,
then you add overlay layer to add a colour to the mono tone 'shades'.
Then lastly, you add multiply layer to colour the whole picture.
The point is to draw your monotone layer detailed enough.
watch the process carefully and try these layers on your photoshop and you will see for your self.
I don't know what they call this else where, but this is called 'Glazing technique' among Koreans.
