Yes!
The faded coloring is actually pretty easy to do traditionally.
You just need either white paint or white oil pastels :3
And hey, maybe even chalk might work.

Okay, well, I'm gonna watch it.
I'll just write down all the things that come to mind:
1- Oh mah goodness Eggman's voice is still awesome xD
2- Shadow!
3- Uh, Shadow's voice...
4- Shadow always respected Eggman...Why is he just dissing him?
5- Why is Shadow mad? He isn't supposed to have a temper
6- Ah....Sticks ._. Leave.
7-Β Eggman saying Shadow is so "Cool and Edgy" No. No.
8- That fight... Why do all of these characters suck at fighting now?
9- Why is Eggman trying to impress Shadow? Ahhhh none of this makes sense.
10- A VICTORY SELFIE? Gotta be kidding me.
I could go on and on, but nope. Nope.
Now I gotta go watch some Sonic Adventure 2 cutscences to help my brain

It's supposed to show Shadow's edginess contrasting with the overall lighthearted tone of the whole show. And all their voices sans Eggman changed following 4Kids shutting down after SEGA firing them. Eggman is an idiot compared to Shadow, and this is supposed to be a Take That at the Fan Dumb of both sides of Sonic.
