One thing people hate about Photoshop. When ever they use the Motion Blur filter after they've used Noise in order to create rain, Photoshop mangles the edges, leaving stray pixals that make it look horrible.Not no more! Introducing Espy's way of making rain! n.n
Requires later version of Photoshop with the eraser tool that allows you to use brushes instead of a simple block eraser.
On that note, this tutorial may not work 100% for everyone but it may help understand how to fix the blasted issue Adobe forgot to fix.

Your on the old PS4 version, wow! I used to use that at the VERY start till I found I had a PS5 full version laying around on one of my CD's. XD
Now I use PS CS. n.n;

I'm using Paint Shop Pro (PSP) , I should have made that clear in my post. The version that I'm using is still fairly outdated, but works for many applications. The techniques you present in your tutorial still work with other software programs, as long as the software has similar features to those that you use.
