EVs are basically stats you want to boost. Usually people only boost two stats and a bit of a third if you want to go competitively.

Super training does the trick.
Hordes help too. www.serebii.net/xy/hordes.shtm…
At the end it tells you the EV you get from the horde once inkay levels up.

As for evolite, that is your choice if you're not going to evolve her.
