In our world? No. However, in their world, it seems that it can be. Ruby was telling Yang that she wanted to be a 'normal' girl, even though she was going to Beacon Academy. I think that becoming a Hunter/Huntres, or at least going to the schools, is so normal that no-one even blinks twice. Β So, yeah, Beacon is a 'normal' school... for the RWBY world.
It seems that it is possible to go to the schools and have the career as a Hunter/Huntress without becoming a famous super-hero. Β That is evidently not going to be happening to Ruby and her friends.
