Backstory
Elisa Guerra was born in New Mexico in 2257. Raised by her father after the mother she never knew died while bearing her, Elisa was a tough kid that could hold her own among the boys. They quickly learned not to mess around with her, and Elisa’s fiery temperament earned her the nickname “Cayenne”. Her favorite book growing up was a tattered copy of the Scout Handbook which belonged to her father, a former Desert Ranger who had been expelled from the organization after disobeying orders. In her formative years, Cayenne’s father taught her how to shoot, hunt, and live off the land. In her teens, Cayenne worked as a hunting guide as she and her father eked out a subsistence lifestyle, selling whatever meat and hides they could forage at trading posts and fending off raider attacks around the time Caesar’s Legion was engaged in its pacification of New Mexico. Eventually the raiding tribes were subjugated and Cayenne, finding herself beneath the Legion’s notice and consumed by wanderlust, scraped together the caps she had earned and took to drifting. Her wanderings took her through Legion-controlled Arizona, through Circle Junction, on to New California where she found work as a courier. Her father meanwhile remained east in New Mexico, living comfortably as a subject under Caesar’s rule.
Cayenne adapted quickly to her newfound, hazardous occupation thanks to her talents and abilities. She continued holding her own against the boys, whether in a fight or in a bedroom or even in a couple of Golden Globes productions in New Reno. Her travels also took her to Vault City, Fort Aradesh, working Brahmin drives at Big Circle to score extra caps, even a trip to Utah. Much of her travels centered on southern California, specifically an area nestled beside the Hopeville and Ashton ruins—a place called the Divide. Her frequent deliveries to the settlers there gave rise to a survivalist community, incorporating knowledge she unwittingly passed onto them.
Ultimately Cayenne would become the woman to decide the outcome of the Second Battle of Hoover Dam, shaping the fate of the Mojave for years to come. The inherent corruption and obsessive bureaucracy of NCR had always frustrated her. Thus it didn’t take long for her to become likewise irritated with House’s seeming inability to see beyond the walls of New Vegas. Lastly as far as Cayenne was concerned, Benny’s plan for an independent New Vegas was too haphazard—the situation in Freeside being ample proof of that. Cayenne remembered what it was like growing up in New Mexico before Caesar, remembered the constant struggles she and her father undertook daily to survive. Having witnessed firsthand the Legion forge civilization from unfettered chaos, Cayenne understood that sacrifice is necessary for the greater good.
As Cayenne fastened the Mark of Caesar around her neck, she recalled one particular survival lesson she was drilled in since childhood: when confronted with a hostile environment you don’t become its adversary—you become a part of it.

--Regained the trust of the Powder Gangers by helping Eddie hold the NCRCF against the NCR, making the Republic look like the bunglers they are.
--Installed Sheriff Meyers as constable of Primm, a decision she would come to regret. --Helped the Bright Brotherhood on their Great Journey, thereby saving the inhabitants of Novac from Legion invasion.
--Negotiated a truce between the Great Khans and NCR at Boulder City then saved Jessup and his crew from NCR’s attempted betrayal.
--Incited full scale war between the Kings and NCR, creating yet another headache for the Republic.
--Infiltrated the Tops Casino and seduced Benny before garroting him in his sleep, satisfying her revenge.
--Did not destroy the Securitrons beneath the fort... just in case.
--Assassinated Mr. House by order of Caesar.
--Furthered her relationship with the Great Khans by assisting with their drug operations, keeping the Fiends dangerous and hopped up on chems to run interference against NCR.
--Earned the trust (and the firepower) of the Boomers and repaired the Legion’s howitzer battery.
--Reverted the White Glove Society to cannibalism on behalf of Caesar, killed Ted Gunderson and framed his father Heck, satisfying Walter Phebus’ quest for revenge.
--Assisted the Brotherhood of Steel and became an honorary member in the hopes of forging an alliance between them and the Legion; Caesar refused and ordered their destruction. Reluctantly carried out his command by destroying the Hidden Valley bunker and everybody inside.
--Assisted Samuel Cooke by killing off the Fire Geckos beneath Vault 19 so his men could access the sulfur mines; later integrated the Vault 19 Powder Gangers, along with their explosive ordnance, into the Great Khans.
--Performed numerous tasks for the NCR, gaining their trust while secretly sabotaging their efforts in the region.
--Assisted Frumentarii agent Picus with destroying the monorail at Camp McCarran.
--Did not expose Chief Hanlon, allowing him to continue his misdirection campaign.
--Encouraged the Misfits’ laziness by altering their performance records, sowing further discord within NCR.
--Initiated a form of germ warfare against NCR and its citizens by recovering the data from Vault 22, murdering Keely, and selling the information to Dr. Hildern without warning him of the threat the research posed.
--Assisted the Omertas with Operation: Racket, providing them the means to unleash a dirty bomb on the Strip.
--Diverted HELIOS One’s power to the entire region then armed the plant’s defense system to wipe out the NCR, allowing Legionaries to seize control of the facility.
--Wiped out Camp Forlorn Hope.
--Became Caesar’s personal physician and cured his brain tumor, ensuring he would live to see his vision of Pax Romana realized.
--Assassinated President Aaron Kimball by turning Pvt. Jeremy Watson into a walking bomb.
Companions
--Stormed Black Mountain to free Raul and convinced the ghoul to take up his pistols once more, becoming a longtime companion.
--Helped Cass take revenge on Alice McLafferty and the Van Graffs, further weakening NCR’s already struggling supply lines.
--Convinced Veronica to remain with the Brotherhood until its end.
--Restored ED-E and brought it to the Brotherhood of Steel.
--Installed Lupa’s brain in Rex after giving the former an honorable death in the arena. Rex would become a loyal companion after the death of the King.
--Convinced Lily to stop taking her medicine, making her a savage combatant.
--Quickly became irritated with Arcade Gannon’s idealism and betrayed him by convincing the Enclave Remnants to assist the Legion.
--Helped Boone take revenge on the perpetrator who sold his wife into slavery, but immediately cut ties with him after he made his ill-will towards the Legion known.
DLC
--Dead Money: Put both Dog and Dean Domino out of their misery and trapped Elijah in the vault, leaving Christine to stand a lonely vigil over the Sierra Madre.
--Honest Hearts: Helped Joshua Graham crush the White Legs and allowed him to execute Salt-Upon-Wounds, thereby increasing his warlike influence over the Sorrows.
