Most likely a custom job...reminds me of the car they bought in "The Grapes of Wrath"... they converted it into a truck for the journey west.

Unlikely for this car, it's a mid-late '30s Packard, meaning it would have been new when the nation was still struggling. Also, this was an expensive car to be doing that with. And it looks like whoever tried to convert it did not do it out of necessity.
