I first did a quick sketch on oekakibbs
then I finished it up on photoshop using a default brush

By sketch do you mean just the lines? And at what opacity/flow did you use your brush on photoshop? Was 'other dynamics' on? So many questions

(for this Goron, I didn't touch it after I drew it on oekakibbs. so no photoshop)
for opacity on photoshop, I can't say for sure because I keep changing it
when I'm shading, opacity is around 10%
I use higher opacity when I'm doing details, around 50-60%, but it really depends
I don't use any other options, just a default brush with default setting
plus there aren't many options anyway since I use photoshop elements XD
and there is no pen pressure thing on elements
(maybe there is, but I haven't found it)

Oh, so I guess the painterly effect you get on your painting is because you draw them on oekaki, so the brush is not soft like photoshop's. Maybe if I used the pencil tool I could get the same effet? Hmm...
You should do a walkthrough next time you draw on oekaki
