Well the original character has a cape and personally I love capes
Also the cape was just meant to look like it's 'floating' ^^

I know Raven wears a cape. The "effect" give its a weird look that in the end, works in its favors. It just fits perfectly with her bird imagery (just as Batman's cape look like bat wings as they're supposed)!!!
