her neck looks right for a realistic drawing, but for anime necks are usually smaller. also her eyes are very close together. i'd put more distance there.
i love her hair.

Hee hee, once again, smaller neck. Actually, if you want, because she's in the rain, you can add more highlights in her hair. You've already got the style in the hair down pat. And you can add running drops on her clothes.
