This is closer to fact: Betty Boop appeared as a topless hula dancer in the very first Popeye cartoon. Popeye joined in and also looked a right great weirdo with a hula skirt on: as unsexual as you can get. Betty did NOT join in the action either before the dance or afterwards. She was there to be an imprimatur to the new series.
