It's some Japanese coloring program that recently got made into an English version. It's called Deleter CG Illust. My sister got it and I just started testing it out. ^^ [link]
Unfortunately, I have a ways to go - I barely know how to use Deleter (since I've always been so used to oekakis). *grumbles* I never knew there were so many kinds of layers. xX;
