Even though it was normal for people to marry their cousins in those times, I don't think Elizabeth and Ciel are meant to be together because they are way too opposite in personality and Ciel has seen dark things that Elizabeth wouldn't be able to comprehend. I'm glad he loves her in a family sense but as a lover, it can never be which is why I was glad they made him a demon at the end of season 2.
