Sierra has always said to reintroduce death penalty for certain crimes, if elected. Crimes which have a death penalty are very grave crimes such terrorism, mass murder, but even a minor crime if perpetuated more than once. For example, murder does not have death penalty, but when the criminal commits murder again, even after having spent years in prison, the murderer is judged as not redeemed, and failed to pursue a normal crimeless life. And thus, executed.

With the years, death penalty was extended to non-lictorian citizens, when they committed a serious crime towards a lictorian citizen.
The execution went like this:
drummrolls, barded soldiers and latin chants, the executioner says the crimes which the criminal committed, and by the power given by the People, and the power of Lictoria, the criminal is finally redeemed, with his life taken away in the name of a better world. A world with order and freedom under the flag of Lictoria.
