That's a smart evolution for the use of heavyweight in later years !! However it's stillhard to imagine them have better chances of survival against aircrafts (differently from lightweights)

Well, the thing is : why should man developp aircraft when they can fly on dragons ? Planes made a very shy debut, but only in some circles of crazy engineers.
In the game, however, the massive arrival of planes was to be used as a scenario.

Well.. mainly because of maybe the Army could like to have an "own" aerial force, at first only as reconnaissance, indipendent from the Air Corps.
If i'm correct that happened in some countries at first for real. both Army and Navy wanted "their" airplanes, and in the end were created the Air Forces and still Navy and Army in some countries have their own airplans.
However i think that first or later Naomi Novik will write something about this, she said that wanted to write again about Temeraire world.
I hope something close to '900 v.v

The problem is that I believe people invented planes because they wanted to fly. With dragons around, why bother but for the scientific fun ? It would be easier and less expensive for the navy and army to just negociate a few dragons than to go for planes.
Per exemple, we had an aerial postal service which was independent from the army, yet had dragons. So I wouldn't be surprised if the navy and army both had their own few lightweight for such pruposes.
