She can walk on clouds because somehow, she's prevented Twilight's walk-on-clouds-ability spell from wearing off.
As for teleportation, she's constructed an invisible teleporter using the rubble of the fourth wall.
You know, I believe the same device allows her to perform other stunts like preventing said walk-on-clouds spell from wearing off.
