I do short strokes with brushes when putting on the first layers of fur, and then I go over the entire thing with a really nice brush I have that puts that fine layer of fur on and gives it that realistic texture. 
It's from an Aaron Blaise grass brush pack, and in the pack is a brush labeled 'fur' and it's that one.
