Yes. It is a base. I'm practicing before I draw from scratch but I'm not professional so I'm not perfect at it. Thank you for letting me know and next time I will try not to make these mistakes. And I do not know the creator of the base.

some small criticisms i have:
-the anti aliasing lines (aka the white lines that that appear when the fill tool is used) are very prominent and distract from the drawing
-from what i can tell a base was used, since the hair is a lot more rough than the actual characters. if a base was used, you should credit the creator of the base.
-the head outline is poking through the face, which can easily be fixed with the pen tool.
-the shines of light on the hair are lazily done and look off.
