I like to think the Inklings can actually swim, it makes sense on a water world, but they don't in matches because it's against the rules. Or some of them just haven't bothered learning bc the city is rad

I completely agree with your logic. Heck, one of the in-game Sunken Scrolls details how they came from the ocean itself, so naturally they should of been able to swim in water.
Personally, in their squid forms they would have issues, but in their humanoid forms they should be much more resistant, but panic because they don't know how to swim or tread water.

Mhmm pretty much this Let them swim! Hmm. I wonder if the same would apply to the other characters in the game?

You mean like the shopkeeps, the jellyfish folk and such? I believe so. Heck, even the Octolings I believe should be able to swim if they learned how to.
