Umm, I'd say if you're having problems, draw the body first before the clothes so you can make sure that the clothes are covering the body and not cutting into areas or going beyond where the body should be at. I'd also just really recommend drawing from life or photos to get the hang of drawing folds and the way cloth drapes over the figure.
