Shredder is more brutal and stronger and in skills they're evenly matched. But I give it to Deathstroke, who has a healing factor.

Deathstroke, he has beaten Batman, who is a master of all known martial arts/128 known martial arts. Come into battle with an array of gagets, and has a genius level intelect.

Shredder lost to four turtles, all of whom haven't mastered there respective martial arts, and come into most battles with two weapons, only the katana/ninjato being truly leathal
