I have no idea who that is, but the picture is good nontheless. Especially for being done with nothing more than a mechanical pencil. Impressive!

I really like the pose and hat. I've found boobs are so very hard to draw from that angle and you did a very nice job at it. My only critique is her left eye ( the one hidden by the 3/4 profile) it seems as though it needed to be little farther in. Good job
