So I somehow did it, yay, at first it was supposed to be only a manequin stand (no manquin included) but now its both in one
you can still f*** it up because of my poor skills, dont touch the Root bone on manequin, move by root transform instead(well duh)
I somehow managed to save bones on mesh, wich is something new for me since Im no longer using maya
so dress up your manequins as you like and whatever, I simply know how Im going to use it, jsut wanted to share this with you,
but I still dont get it, you got the point, its a manequin, no need to read further, you just lost like 3 minutes of your life reading a description, dayum. anyway have fun with it.

manequin itself is an *.smd file from ponies source pack adjusted by my needs (simply the altitude of the model)
these files belong to and everyone involved in overhaul pack creation.
the stand and the textures tho, belong to me.
