Notice the wet slimy skin, the huge beady eyes and the head that goes seemingly into the body with no viable neck.

Okay so this is a girl cosplaying as a pokemon.
But this is so many layers removed from what a frog actually looks like, that no one from the outside can make the leap that she is supposed to be a frog.

are much better frog costumes. But they are not sexy, because a girl cosplayer always wants to look sexy / slutty, and that comes at the expense of realism.

It's actually a little more complicated than that, as a sort of spinoff of the Super Crown meme. Basically she's an actual Greninja (specifically the one from Super Smash Bros) that got turned into a Peach-alike because reasons and kept some of their original features because different reasons.
As an aside, cartoon frogs near-universally have chameleon tongues instead of actual frog tongues, because possibly-reasons-but-maybe-not-even-that. This apparently annoys biology geeks like scythemantis .
