Yes it does. Being illiterate doesn't just mean you can't read or write. If you're illiterate, you can't speak, read or write very well because:
1) You can't read, which means that you won't be able to talk very well (The people who talk around you {Who may or may not use proper grammar}will be the one's who will influence your speech. {Not being prejudice or racist})Β
2) You can't write very well or can't write at all (Writing has almost everything to do with speech, as it is also a form of talking.)Β

Most of speech is learned before one can read or write, so most speech patterns that you develop in your early years don't involve writing anything down. Eh, sorta agree, I guess. Although I hope you don't think I use everything I write in words in actual speech and vocal situations. For example, I don't usually say 'eh', so that part of my writing doesn't affect my speech.
