They seam to keep teasing at something between the two characters but then go in a different direction. It helps that they found great actors for the roles. They're so good at creating a connection between their characters.

i think the same thing, but its very frustrating when you ship ROMANOGERS and they start teasing some romance but end up "destroying" it xD

I'm not really into shipping (With a couple of exceptions) but Evans and Johansson create such a great dynamic between Steve and Natasha I found myself getting into it.
I've read that the actors are good friends in real life. It could be that the actors comfort with each other comes across as the characters being closer than the script calls for.
