Well, In Marvel Civil War, they want the Super-Heroes to keep in Line and work for them but news flash: They don't work out well, with their Identities being important and secret for a reason. Look at Spider-man, that didn't work out well, his loved ones are now in danger if the hero's identity is revealed. Who is to blame, Tony Stark and the Government of USA, of course J. Jona Jamerson if things go his way. I can see why Captain America doesn't agree to the Registration Act, it removes the freedom and safety. And Man, The Governments are idiots, The Heroes are the ones saving the world, if they kick them out, being out of the picture and commission, then the world is doomed for destruction, Super-Villains taking over and hell, the world won't be the same and the safest place without the heroes in the future, they need to wake up one of these days. 

Blaming the Heroes for damage: I mean they blame the Heroes for property damage, hello, it is the Villains who started doing the damage in the first place. Granted some heroes might do that in the first place but they were trying to stop the fights they were in. What is the Government gonna do, Tell them to stop?

Hurting the Citizens: Not really, No, they just stand there and watch like Dumb-asses sometimes, Some do the smart thing and try to run away from the fight, others just hide away and stay in one spot. The Heroes told them to get away, some might try to help out the Heroes and well get themselves killed, you might blame the heroes for not saving them, FYI: None of the heroes didn't expect this most of the times, what, they think they have the ability to see the future or something.

Listening and working with Orders under Higher-ups and Authorities: Well, yea, Some do, While Some don't, it removes the point and freedom of their styles/choices of saving People. I mean Look at how it works out, not pretty good if you ask me.

Let the Government do the protecting and handling the threats: Yea right, I call BS on that, Look how it worked out, most people are dying out over the battlefield and what are you gonna do, say: 'Freeze, you are under arrest!', does the Villain do what they are told, Nope! they just do whatever they want and start wrecking shop, Yea nice try, what are you gonna do, shooting and blow them up with a bomb, expect the Villains to do what they were asked to.

Arresting the heroes and "vigilantes" for doing their own things: Well, if you do that, then things will get a lot harder than it seems.

So, yea I agree with you.

I know exactly how you feel, dude. These bastards are always saying how heroes or "vigilantes" as they call them cause trouble, blissfully unaware that they cross even more lines than the protagonist does
